The 2nd Digital Services Act Conference Highlights

Building on the success of the inaugural The Digital Services Act Week in 2020, Forum Europe’s 2nd Digital Services Act Conference took place on 4 March 2021 and attracted over 800 European and national policymakers, European and global industry players as well as representatives from the civil society.

Key themes Discussed:

The conference featured keynote speeches from The Netherlands’ State Secretary, Mona Keijzer; French Secretary of State, Cédric O; and Marek Zagórski, Poland’s Minister of Digital Affairs – all supporting the European Commission’s work on the DSA and the DMA while focussing on issues that are key to the visions of their respective countries on these issues, including:

    • Platforms’ responsibility, online content, and the liability regime;
    • How the DSA can protect consumers online from illegal goods without stifling trade;
    • How the DSA proposal affords users greater control online, and how it could change the online advertising landscape;
    • Whether the DMA’s proposed scope and definition of “gatekeeper” platforms is sufficient.

Key themes Discussed:

The series assessed what is required to create conditions that foster fair competition for digital platforms and the media sector to thrive, and to safeguard an open and safe online space. It also looked at how to ensure the internet continues to be a key driver for innovation, economic growth, democratic discourse and social progress. The series included discussions on:

    • New competition rules and ex-ante regulation;
    • Platform liability and content regulatory oversight;
    • E-Commerce and liability exemptions;
    • Digital economy and its role in society.
